(Dec. 13) -- The second outbreak of Arctic cold in two weeks has hit the U.S., and residents in much of the eastern two-thirds of the nation will shiver again this week: Temperatures Tuesday morning will range from close to 30 below zero in International Falls, Minn., to near freezing in Miami.

While weather extremes are often blamed on either the El Nino or La Nina weather phenomena, it's a lesser-known weather factor, the Arctic Oscillation, that's more responsible for the bitter one-two punch. A "negative" phase of the oscillation occurs when atmospheric pressures are high over the high latitudes and low over the middle latitudes, resulting in a north-to-south Arctic flow across North America.

It doesn't take a four-year degree in meteorology to understand that a flow from the North Pole into the United States is a very cold pattern in the winter.

But in contrast, a "positive" phase of the Arctic Oscillation, which is when atmospheric pressures are lower over the high latitudes and higher over the middle latitudes, generally results in less frigid conditions across the United States.

Arctic air mass finalized to hit Southern California hard by Cameron Venable

A very abnormal air mass is set to hit the Southland at an alarming rate, according to forecasts at the Southern California Weather Authority.

Multiple weather alerts have been issued for this air mass, including the Wind Chill Warning for the Santa Ana Wind prone areas.

"I've been warning about this one for days now and it looks like it may actually happen", Meteorologist Kevin Martin said. "This will be the first Wind Chill Warning at the Southern California Weather Authority for the areas that get Santa Ana Winds. The air mass is so cold up there and temperatures will already be freezing when these winds hit. An arctic wind is about to hit the Southland on Wednesday night through Thursday".

In addition to the Wind Chill Warning, several other freeze products are also issued at the Southern California Weather Authority.

A Hard Freeze Warning is up for all mountain zones, including the High Desert regions. The statement warns of single digit upper mountain elevation temperatures and mostly 20s elsewhere.

First sign that western civilization is about to collapse under the weight of its own frivolous excess: L.L. Bean is selling a snowball-maker.

"Make perfect snowballs with the plastic tong-style snowball maker," reads the catalogue, which carries a photo of what appears to be a pair of oversized ice cream scoops, crossed like scissors. "Integrated handles prevent cold and wet hands."

Second sign: The snowball gizmo is just Martha Stewart-twee enough to be a hot seller in Victoria -- or would be if we had snow, which we never do, except for every year, like tonight.

Yes, Environment Canada is indeed calling for snow overnight. An Arctic air mass is expected to collide with a low sitting off the west coast of the Island. "Watch where you're going," the low will growl. "Kiss my mass," the Arctic front will reply.

Freezing temperatures threaten thousands in Peru

Plan is providing emergency supplies to thousands of children and pregnant women in Peru who are suffering from a cold snap that has already caused the deaths of more than 200 people from pneumonia.

Temperatures have plummeted as low as -24C° in some areas, far below the average for July.

Plan programme units in Cusco and Lima have been badly affected, and the freezing weather has caused the Peruvian government to declare a state of emergency in 16 out of 24 regions of the country.

Freezing fog grounds flights at Heathrow as pea-souper puts Britain under a shroud

Persistent fog at Heathrow airport led to numerous flight cancellations and delays today as winter reared its ugly head.

Large parts of Britain were badly hit by fog and plunging temperatures, bringing difficult driving conditions and the need for winter mufflers to fend off the cold.

British Airways axed some short-haul flights at Heathrow, while others were subject to long delays as air traffic controllers imposed 'very severe restrictions on the number of aircraft that could take off and land each hour'.

The freezing start to the day came after night time temperatures plummeted way below zero throughout Britain. But as the morning progressed, the mists cleared to reveal clear blue skies and the most brilliant of early winter days. A hint of what may be to come was signalled yesterday by large parts of the countryside being submerged in a beautiful autumn mist.

Sydney shivers during cold and gloomy winter

Sydneysiders can blame cloud and rain for this winter being one of the coldest in 13 years, a meteorologist says.

"In a normal winter Sydney will have quite a few brisk mornings and sunny days but not this year," weatherzone.com.au meteorologist Brett Dutschke said.

"An excess of cloudy and rainy days has led to it being a dull, cold and gloomy one, at least in June and July.

"There has been so much cloud that Sydney has had fewer days warmer than 20 degrees than in any other winter since 1990," Mr Dutschke said.

With so many cloudy days, this winter has delivered 39 days of rain, eight more than in a normal winter.

"It finally brightened up a bit in August and we even managed a 25-degree day in the second half of the month.

"But it was too late to stop this winter being colder than recent winters. There hasn't been a colder winter since 1997."

Climate scientist Roger Pielke Sr has posted today an in-press paper which demonstrates that ocean temperatures flattened in 2001-2002 and have been on a negative trend since. The ocean temperature trend is far more important than the hopelessly adjusted & flawed land temperature record to assess global warming, as noted by Dr. Pielke. During this period, CO2 levels have steadily climbed, which according to the IPCC should have caused a positive radiative imbalance resulting in about .16C warming. The fact that ocean temperatures have instead been cooling falsifies the entire anthropogenic global warming hypothesis.

Bloomberg: Snow Might Cover 90% of U.K. by End of November With Six Inches in London

Snow is forecast to cover as much as 90 percent of the U.K. by Nov. 29 with six inches in London as cold weather approaches, according to weather forecasts.

There may be as much as six inches (15 centimeters) of snow in southeast England, northeast England and much of Scotland, British Weather Services, which sells forecasts to businesses including energy companies, said in an e-mail.

“We expect the country to be whitened out,” Jim Dale, a senior meteorologist at British Weather Services in High Wycombe, England, said by telephone. “There’s a good chance we could be waking up to large volumes of snow.” Snowfall is also forecast across the rest of Europe, particularly across the Alps and Scandinavia, he said.

Weather forecasters use models which can predict trends in weather. The models can change. The U.K.’s Met Office issued a heavy snow warning on its website at 11:30 a.m local time. Cold weather can spur demand for natural gas, used to heat more than half of the country’s homes and businesses.
